1. Eligibility:
- Engineering university graduates with excellent academic performance (excluding civil engineering, architecture, or any architect-related subjects)
- Applicants must have obtained a bachelor's or master's degree in engineering within the past two years or be about to obtain one
- Applicants must plan to pursue a master's or doctoral degree at a renowned European or American university
2. Quota:
- Each university can recommend 2 students annually
- The foundation will select 2 award-winning students from the recommendations of 4 universities in the Taiwan Comprehensive University System (TCUS)
3. Scholarship Amount:
- Up to US$50,000 per student
- Covers tuition for one academic year and living expenses as appropriate
- Paid in quarterly installments
4. Application Period:
- End of each year (specific dates to be announced)
5. Application Process (can be modified due to different circumstances):
A. Submission Requirements:
- Application form (provided by the foundation)
- Personal photo (passport standard)
- Chinese personal introduction (500 words maximum)
- School transcripts
- Personal resume
- GRE and TOEFL scores (can be submitted before re-examination)
- Two letters of recommendation from professors
- Submit electronic files first, then send hard copies to the foundation office
B. Evaluation Procedures:
*First Round:
- Universities arrange exams for their 2 recommended students (questions set by the foundation)
- Handwritten exam, supervised by each university, completed within three hours
- Use of electronic devices, mobile phones, computers, or ChatGPT is strictly prohibited
- Test papers mailed to the foundation for preliminary review
*Second Round:
- Foundation arranges interviews with suitable members
- Candidates evaluated based on appearance, thinking, responsibility to country and society, and English communication skills
- Final list of winners released after interviews
6. Additional rules:
- Applicants who have received other scholarships are ineligible
- Winners must apply to universities approved by the foundation
- Foundation reserves the right to determine scholarship eligibility if a student is not admitted
- Winners must choose a top-ten ranked U.S. university in their major (based on U.S. News ranking)
- European funded universities include: ETH Zurich, University of Oxford, University of Cambridge, TU Delft, Imperial College London, and EPFL
- Foundation may grant or cancel the scholarship if a student chooses a different university
